一、情况简介：

   根据上海市委、市政府“科教兴市”和“人才强市”的战略部署，上海市于 2003 年 8 月底启动实施“万名海外留学人才集聚工程”，市委组织部、市人事局联合成立了上海市实施“万名海外留学人才集聚工程”办公室，由市人事局留学人员工作处具体管理、指导其日常工作。截至 2005 年 11 月底，“万名海外留学人才集聚工程”成功引进 10203 名海外留学人才来沪工作和创业。 2005 年 12 月初，市委、市政府决定启动第二轮“万名海外人才集聚工程”，经过一年多时间，第二轮集聚工程已经提前9个月顺利完成。围绕上海建成“四个中心”和打造国际化大都市的总体目标要求，上海将在原有工作基础上，积极探索高端海外人才引进工作的长效机制，加大高层次海外人才和紧缺急需人才的引进集聚力度，把原“万名海外人才集聚工程”办公室更名为“海外高层次人才集聚工程”办公室。

   二、工作职能：

    上海市实施“海外高层次人才集聚工程”办公室是上海引进高端海外人才的服务窗口，是在用人单位和海外人才之间架起的一座桥梁。按照“政府推动、社会参与、市场运作”的工作模式，办公室主要有以下几项职能：
    1、在海内外宣传上海的发展情况及海外人才政策、环境，吸引优秀海外人才来沪工作和创业；
    2、征集用人单位海外高层次人才需求岗位信息，向海内外发布；
    3、采集海外高层次人才信息，建立健全海外人才信息库，并向有关单位进行推荐；
    4、海外高层次人才的联系与跟踪服务；
    5、搭建海外人才交流平台；
    6、进行市场调研，掌握海外高层次人才引进使用情况；
    7、提供海外人才来沪工作、创业指导及政策咨询。

   三、岗位应聘与人才配置：

    海外人才可登录办公室网页（www.hwrcjob.com 或 http://egov.21cnhr.com/wanren/），选择正确路径进行人才的个人用户注册，及时填写详细的中英文简历，并在线多条件查询及浏览招聘信息、应聘职位，也可以E-mail形式发送个人详细简历和应聘职位信息。我们会及时地将应聘信息传递给招聘单位，并请您等待招聘单位的回复！    
    办公室为用人单位提供海外人才需求职位信息的海内外发布、人才推荐等多项服务，用人单位可以通过集聚工程网上进行单位用户注册或电话申请成为“集聚工程”会员单位。

I ． INTRODUCTION

At the end of August, 2003, the Shanghai Municipal Government started up 10,000 Overseas Scholars Converging Program. By the end of November, 2005, 10,203 overseas talents had been successfully introduced into Shanghai. On the 7th, January, 2006, the second round of program - 10,000 Overseas Talents Converging Program was launched by the Shanghai Committee and the Government. After all staff’s hard working, this program was completed 9 months ahead of the deadline. In order to support realizing “the Shanghai Construction of Four-Centre Goal” and developing Shanghai as an international world-class modern city, the government will actively explore a long-term mechanism to introduce overseas high-level talents while enhance the efficiency of introducing overseas high-level and urgently-needed talents based on the previous experience. The former Shanghai Office of 10,000 Overseas Talents Converging Program is now renamed as the Shanghai Office of Overseas High-Level Talents Converging Program.

II ． MAIN FUNCTIONS

The Shanghai Office of Overseas High-Level Talents Converging Program is a service window for introducing overseas high-level talents as well as building up a bridge between corporations and overseas talents. The main duties of the office are as following:
1. Publicize the development status and policy for overseas talents of Shanghai interiorly and overseas, attracting more excellent overseas talents to work in Shanghai.
2. Acquire job information from corporations and then release the information interiorly and overseas.
3. Collect information of overseas high-level talents; establish and improve the “talent information database”; recommend them to relevant corporations.
4. Contact overseas high-level talents and provide tracking service.
5. Establish communicational platform for overseas talents.
6. Engage in market research; acquire the working situations of overseas talents that being attracted in Shanghai.
7. Provide employment guidance and relevant policy consultation.

III ． HOW TO SEARCH & APPLY FOR JOBS

Overseas talents can register on the website (www.hwrcjob.com or http://egov.21cnhr.com/wanren/index.jsp). Choose the proper path to register and complete your resumes in detail. The registered talents are allowed to search and apply for jobs online by various conditions. Moreover, you can directly send us your personal C.V. together with the job titles and numbers which you are interested in by E-mail. We will forward your application information to the corporations as soon as possible. Please wait for the reply from the corporations.
The office provides various corporations with multifold services such as releasing position vacancies interiorly and overseas, talents recommending and so on. Before that, corporations need to complete the registration on the Converging Program website or apply by telephone to become a formal member.
