一、情况简介：

   根据上海市委、市政府“科教兴市”和“人才强市”的战略部署，上海市于 2003 年 8 月底启动实施“万名海外留学人才集聚工程”，市委组织部、市人事局联合成立了上海市实施“万名海外留学人才集聚工程”办公室，由市人事局留学人员工作处具体管理、指导其日常工作。截至 2005 年 11 月底，“万名海外留学人才集聚工程”成功引进 10203 名海外留学人才来沪工作和创业，提前 9 个月顺利完成预定目标。 2005 年 12 月初，市委、市政府决定启动第二轮“万名海外人才集聚工程”，即用两年时间，集聚一万名高层次海外留学人才、外国专家和港澳台专才，以进一步扩大本市海外人才规模，优化人才队伍结构，加快推进人才国际化进程。

   二、工作职能：

   上海市实施“万名海外人才集聚工程”办公室是上海引进海外人才的服务窗口，是在用人单位和海外人才之间架起的一座桥梁。按照“政府推动、社会参与、市场运作”的工作模式，办公室主要有以下几项职能：

•  在海内外宣传“集聚工程”，吸引广大海外人才来沪工作和创业；

•  征集用人单位岗位信息，向海内外发布；

•  采集海外人才信息，并向有关单位进行推荐；

•  搭建海外人才交流平台；

•  进行市场调研，掌握海外人才引进使用情况；

•  提供海外人才来沪工作、创业指导及政策咨询。

   海外人才可登录上海市实施“万名海外人才集聚工程”网页（ http://egov.21cnhr.com/wanren/index.jsp ），选择正确的路径进行个人用户注册，及时填写详细的中英文简历，并在线多条件查询及浏览招聘信息、应聘职位。我们会及时地将应聘信息传递给招聘单位，并请您等待招聘单位的回复！

     I ． INTRODUCTION

     On 31 st , August, 2003, the Shanghai Municipal Government started up 10,000 Overseas Scholars Converging Program. By the end of November, 2005, this program had successfully introduced into Shanghai 10,203 overseas scholars, a bit more than the pre-set target. On 7 th , January, 2006, a report conference for the program was held, during which both the Shanghai Committee and the Government decided to open up a second round of program ?C 10,000 Overseas Talents Converging Program, converging another 10,000 high-level overseas talents, foreign experts and professionals from Hongkong, Macao and Taiwan in another two years. By this means, it is expected to further expand the scale of overseas talents in our city, optimize the structure of our talents team and quicken the process of talents internationalization.

     II ． MAIN FUNCTIONS

     Shanghai Office of 10,000 Overseas Talents Converging Program is a service window for Shanghai to introduce overseas talents, building up a bridge between employers and overseas talents. The main duties of the office are as following:

1. Publicize the converging program both in China and abroad, attracting more overseas talents to work in Shanghai .

2. Acquire posts information from employers, releasing them both in China and abroad whereafter.

3. Collect information from overseas talents, recommending them to relevant employers.

4. Establish communication stage for overseas talents.

5. Engage in market research, having knowledge of overseas talents' work situations after being attracted in Shanghai .

6. Provide employment guide and relevant policy consultation.

    III ． HOW TO SEARCH & APPLY FOR POSTS

    Overseas talents can register on the website ( http://egov.21cnhr.com/wanren/index.jsp ), choose the right way to make personal registration. Fill in your detailed resumes in both Chinese and English. The registered talents are also allowed to search online by various conditions, browse on posts and apply for positions.
